Chinese Wedding Ceremony Takes Place In Hot Air Balloons ...

The blushing brides may have worn white, but in the heart of China's Shaanxi province, it was anything but a traditional wedding day.

As these stunning Getty photographs attest, 15 Chinese couples took to the highest of heights -- in beautiful hot air balloons -- to tie the knot high above the Daming Palace Ruins Park in the town of Xian.

The mass ceremony reportedly began at about 5 p.m. on Sunday, when the couples walked down a red carpet, hand in hand, to the strains of the traditional "Wedding March." They ascended into the air shortly after signing their marriage certificates.

Rebels close in on Gadhafi's hometown

Libyan rebel forces were converging on Moammar Gadhafi's hometown of Sirte on Monday, hoping to deliver the coup de grace of their revolution but uncertain if the fallen strongman was holed up there.

The fugitive Gadhafi's whereabouts were still not known and it was possible he was still in hiding in Tripoli after it fell to rebel forces and his 42-year-old reign collapsed.

NATO war planes struck at Sirte, on the Mediterranean coast, for a third day on Sunday, a spokesman for the multi-national alliance said in Brussels.

"We're paying close attention to what's happening in Sirte because we know that there are remnants of the regime that are there," the spokesman told Reuters.

On the ground, rebel forces also closed in and said they would seize Sirte by force if negotiations for its surrender failed.

Gadhafi was born near Sirte, 300 miles east of Tripoli, in 1942 and after he seized power in 1969 he built it up from a sleepy fishing village into an important city and power center of 100,000 people.

Last stand?
He still retains support and sympathy there, so whether or not he has chosen to retreat to the city to make a last stand, its capture will still be strategically and symbolically important to the rebels as they consolidate their victory.

One rebel commander said his forces were within 60 miles of Sirte from the east and others were advancing from the west.

On the coastal highway east of Tripoli, tank transporters were carrying Soviet-designed T-55 tanks in the direction of Sirte. Rebels said the tanks were seized from an abandoned military base in Zlitan.

Meanwhile, the stench of rotting bodies and burning garbage hung over the capital Tripoli, where food, water and other supplies were running short,

NBC News' Stephanie Gosk in Tripoli described how the city was struggling to cope with the growing number of corpses.

"There are so many unclaimed bodies in the hospitals and morgues that it has gotten to point where they are just burying them," she said.

At a public cemetery visited by a NBC News crew, a crew of about 15 men were burying the bodies. Each was photographed and checked for identification before being buried, Gosk reported.

Many corpses have been found, some of slain Gadhafi soldiers, others the victims of killings in cold blood.

Mindful of preserving their image to the world and stung by accounts that captured Gadhafi loyalists have been found dead with their hands tied behind their backs, the rebel leaders sent a text message urging followers not to abuse prisoners.

"Remember when you arrest any follower of Gadhafi, that he is like you, that he has dignity like you, that his dignity is your own dignity, and that it is enough humiliation for him that he is already a prisoner," it said.

40,000 prisoners missing?
Rebel military spokesman Colonel Ahmed Bani said there was concern for the fate of 40,000 prisoners who he said had been detained by Gadhafi's forces and who were still unaccounted for. It was possible some were being held in underground bunkers in Tripoli that rebels had been unable to locate.

Sarah Leah Whitson, of Human Rights Watch, said: "The evidence we have been able to gather so far strongly suggests that Gadhafi government forces went on a spate of arbitrary killing as Tripoli was falling."

Outside of Tripoli, a rebel military commander in Misrata, told Reuters: "The front line is 30 km (19 miles) from Sirte. We think the Sirte situation will be resolved peacefully, God willing."

"Now we just need to find Gadhafi. I think he is still hiding underneath Bab al-Aziziyah like a rat," the commander Jamal Tunally said, referring to Gadhafi's Tripoli compound that rebels overran on Tuesday.

From the east, rebel fighters pushed 4 miles past the village of Bin Jawad and secured the Nawfaliyah junction, a rebel spokesman said.

"We're going slowly," spokesman Mohammad Zawawi told Reuters. "We want to give more time for negotiations, to give a chance for those people trying to persuade the people inside Sirte to surrender and open their city."

The rebel leadership sought to establish control in the capital after days of confusion and sporadic skirmishing with the remnants of Gadhafi's forces.

Gadhafi is on the run and the fear among his foes is that he intends to lead an insurgency against them.

The National Transitional Council, recognized by dozens of states as Libya's legitimate government, rejected any idea of talks with him, saying he was a criminal who must be brought to justice.

"We did not negotiate when we were weak, and we won't negotiate now that we have liberated all of Libya," NTC information minister Mahmoud Shammam told a news conference.

The Associated Press quoted Gadhafi's spokesman, Moussa Ibrahim, as saying Gadhafi was still in Libya and wanted to discuss forming a transitional government with the NTC.

NTC officials say Gadhafi, his son Saif al-Islam and his spy chief should be tried in Libya, although they are wanted by the International Criminal Court for crimes against humanity.

The NTC and its Western backers are acutely aware of the need to prevent Libya collapsing into the kind of chaos that plagued Iraq for years after the U.S.-led invasion of 2003.

The de facto government, whose leaders plan to move to Tripoli from Benghazi this week, is trying to impose security, restore basic services and revive the energy-based economy.

Officials said a gas export pipeline to Europe had been repaired and Libya's biggest refinery had survived the war intact.

In the west, Tunisian authorities reopened the main border crossing into Libya, restoring a supply route for Tripoli, after Gadhafi forces were driven out on Friday.

That should help relieve a looming humanitarian crisis in the city, where food, drinking water and medicines are scarce.

Trucks loaded with food and other goods were already moving across the Ras Jdir crossing toward Tripoli, about two hours' drive away.

The NTC issued messages urging electricity workers to get back to work and efforts to pay the salaries of public sector workers were under way.

Tripoli residents queued for bread or scoured grocery shops for food. Many took a stoical view of their plight.

"This is a tax we pay for our freedom," said Sanusi Idhan, who was waiting to buy food.

Michael Eskander: Australian Bookmaker

Much better, according to him, to regulate and generate tax revenues that would benefit society rather than drive that revenue underground, concentrating it in the criminal sector.

The Eskander family is a prime example of the opportunities offered by a society that is open and willing to embrace the future. Michael Eskander's honouring of traditional rails bookmaking, despite the well-publicized occasional dust up with a Waterhouse now and again, along with son Alan and daughter Lisa's foray into the future presented by the World Wide Web, place Australia in the vanguard of the effort to provide legitimate, above-board avenues for sports wagering.

MILWAUKEE, Wis. ? During a home visit with a social worker, in her second trimester of pregnancy, Kalia Yang stares at a chart that shows how many packs of cigarettes an unborn baby is exposed to if the mother smokes: Sixty-seven packs, or 1,350 cigarettes, if she smokes five cigarettes a day in the course of a full-term pregnancy.

Yang is expecting twins in November. She no longer smokes; she quit as soon as she suspected she was pregnant. It?s a big win for the babies and a small victory in Milwaukee?s battle against infant mortality.

Health officials will take it.

In some corners of the city, smoking during pregnancy is seen as a positive that leads to a smaller baby and a smoother delivery. In reality, smoking can cause miscarriage, premature birth and low birth weight. Some women consider breast-feeding uncivilized and unattractive. They don?t grasp its benefits, including possibly providing protection against sudden infant death syndrome.

Knowledge gaps, which exist everywhere, even in a community?s most stable neighborhoods, can be life-threatening if a woman is at risk of having a baby born too early or too small.

Health professionals call this ?health literacy.?

It?s the ability to obtain and understand accurate health information, to manage one?s behavior and to navigate the health care system. It can mean knowing when to see a doctor. It can mean asking the right questions, getting a timely diagnostic test or properly filling out a medical form.

Research shows a strong link between health literacy, health outcomes and medical expenditures.

?You can be very literate and be health illiterate,? said Jackie Tillett, a nurse midwife and director of the Midwifery & Wellness Center at Aurora Sinai Medical Center in Milwaukee.

?Parenting is about being empathetic with your child and caring for your baby. Many people who never graduated from high school are good parents. And I know physicians with advanced degrees who are not good parents.?

A pregnant woman who understands how to care for herself, gets regular prenatal checkups and has support to navigate the health care system has the best chance of delivering a healthy baby.

?It?s not about being stupid or uneducated,? said Nicole Angresano, vice president for community impact at the United Way of Greater Milwaukee, which has joined the city?s fight against infant mortality. ?Information is only as good as it is understandable.?

Yang chose the Wheaton Franciscan-St. Joseph Women?s Outpatient Center for this pregnancy because her sister-in-law had a good experience there when she gave birth. This is Yang?s third pregnancy. The previous two ended in miscarriages, both in the first trimester. Yang blames her miscarriages on smoking, but no one can say for sure why she didn?t carry the babies to term.

Yang first came to the Women?s Outpatient Center because she was bleeding and didn?t know she was pregnant. She was having a miscarriage. She returned several months later to confirm a second pregnancy, but she miscarried again before her first checkup. This pregnancy is the first with regular checkups, frequent ultrasounds and the guidance of a social worker, she said.

Yang, 23, and her boyfriend of six years, Andy Moua, 25, are taking extra precautions this time, trying to do everything right. The couple is in a committed relationship in the Hmong tradition.

For now, the two are focused on learning about pregnancy and healthy babies.

Literacy skills are the strongest predictor of health, more than age, income, employment status, education level, race or ethnicity, according to the Partnership for Clear Health Communication. Older patients, recent immigrants, people with chronic diseases and those living in poverty are especially vulnerable to low health literacy.

One study shows that 40 percent of what shapes a person?s health is related to behavior, a higher proportion than genetics (30 percent), social-environment (20 percent) and access to care (10 percent).

To address behavior, changes are necessary on both sides of the doctor-patient relationship. A patient may not ask questions or share critical information because she doesn?t want to feel dumb. A doctor may assume a message is getting through and not take the time to make sure.

Most brochures that doctors give women to help them better understand pregnancy and possible complications are written at a 10th-grade reading level or higher, said Geoffrey Swain, medical director for the Milwaukee Health Department. But one in five people can?t read above a fifth-grade level, he said.

?Low health literacy makes it harder to get good medical care.?

Meanwhile, a pregnant woman?s friends or family members may pass along misinformation. They may not know doctors now say a baby should sleep on his or her back to help prevent SIDS. Or, one generation may pass a negative stereotype about breast-feeding to the next.

?Health literacy can be overcoming culture,? said Mary Mazul, a nurse midwife at the Women?s Outpatient Center at St. Joseph. ?We all have our own ideas. No matter what culture we come from, what our mothers taught us, not all things are correct.?

Health care providers are homing in on how to better help women have healthy babies.

Obstetrician Tina Mason often writes things down for her patients.

?If you have a patient with a medical problem, the stress of the problem can impact their ability to understand,? said Mason, who also is program director of Aurora Sinai Medical Center?s obstetrics and gynecology department.

?I approach a patient woman to woman, not as a hotshot doctor.?

At the end of appointments, she may ask patients to repeat what she told them so she?s sure they understand. She also coaches medical residents to speak to patients in plain language.

Efforts are under way both locally and nationally to get reader-friendly information into the community.

?We need to reach them in churches, beauty salons and the grocery store, not just the doctor?s office,? said Janice Whitty, chief of obstetrics for Nashville General Hospital at Meharry, who spoke during an Infant Mortality Summit in Milwaukee in May. ?Many women only go to the doctor?s office if they have a problem.?

Social media, such as Twitter and Facebook, are valuable tools to help educate women about healthy pregnancy, she said.

Pregnant women also can get free weekly text messages on their cellphones. The messages in English or Spanish are timed to specific stages of pregnancy. The text4baby service is from the National Healthy Mothers, Healthy Babies Coalition.

Moms' smoking linked to psychiatric meds in kids (Reuters)

NEW YORK (Reuters Health) ? Kids whose moms smoked while pregnant were more likely to end up on medications such as antidepressants, stimulants and drugs for addiction in a new study from Finland that hints at maternal smoking's effect on a baby's developing brain.

While the findings don't prove that cigarette smoking during pregnancy causes changes in kids' brains or behavior, they offer one more piece of evidence that should encourage women not to light up while pregnant, the researchers wrote in the American Journal of Epidemiology.

The new study is "entirely consistent with a large and still-growing research literature on the effects of prenatal and secondhand smoke exposure on the mental health of children," said Dr. Michael Weitzman, who studies that topic at New York University Medical Center and was not involved in the new study.

"I found it very interesting and very important," Weitzman said.

The research, he added, is the first he knows of that looks specifically at use of psychiatric medications in kids whose moms had smoked.

That's important, the authors noted, because tracking medication prescriptions may pick up on more mild conditions than studies that only include kids who are hospitalized for mental illness, for example.

Mikael Ekblad of Turku University Hospital and colleagues used Finnish data for 175,000 kids born in the country between 1987 and 1989.

At that time, midwives had asked all new mothers if they smoked during pregnancy.

The researchers then matched those birth records to a nationwide database of prescription drugs covered by insurance between 1994 and 2007 -- when the kids were between five and 20 years old.

One in 11 kids was prescribed a psychiatric medication at some point during that period, including anti-anxiety drugs, antipsychotics, antidepressants, stimulants and drugs for addiction.

Of kids and teens whose moms didn't smoke during pregnancy, 8 percent were on at least one of those drugs during the study period.

That compared to 11 percent of those whose moms smoked less than 10 cigarettes a day, and close to 14 percent whose moms had lit up more than 10 times per day.

The link remained when researchers left out babies who were born early or very small -- other factors that could affect future mental health.

It also stuck when they looked at each class of drugs on its own, and was strongest for stimulant drugs that target attention problems and hyperactivity and drugs for addiction.

Weitzman said the finding that depression medications were also linked to smoking was a "new and intriguing" one that would have to be examined in future research.

The study did have its limitations. For example, Ekblad and colleagues couldn't take into account whether moms had been on psychotropic medications themselves, or if they used alcohol or illicit drugs during pregnancy.

They also didn't know which dads smoked while kids were in the womb -- or if either moms or dads smoked after the babies were born, when their brains would have been still developing.

Weitzman said that it's "so hard to disentangle" the effects of parents' smoking during pregnancy from smoking when kids are growing up.

After all, he said, kids who are exposed to one kind of secondhand smoke are often exposed to both.

"Very few women smoke just during pregnancy," he told Reuters Health.

Exactly how smoking could change a growing baby or child's brain is unclear.

The researchers said it's possible that nicotine could affect brain development, or that access to oxygen during pregnancy might be reduced when moms smoke.

Either way, "At the very least, parents need to be educated that they might be doing brain damage to their children" if they smoke during key times in development, Weitzman said.

He added that doctors should keep this in mind and look out for mental health problems in their young patients.

Leaders aren?t born; their made. The process of leadership is long, complicated and has made elements. Respect, dignity, discipline, people skills, vision, emotional strength, opportunity, preparedness and experience are just some of the intangible elements which come into play when talking leadership.

We can, over a period of time, increase our leadership potential if we can understand and accept the five levels of leadership. They are:

Level One ? Leadership From Position

This is the basic level of leadership. At this level people follow you because they have to. Your ability to lead people is totally geared to your position and does not exceed beyond the lines of your job description or the authority granted to you by the company and your boss. Your security with the company is based on title and position, not talent.

To be an effective leader at this level know your job, be prepared to accept responsibility, exercise authority with caution, assess the strengths and short comings of your people, do more than what is expected and challenge people with interesting and tough assignments.

It is important that we recognize that Positional Level is the doorway to leadership and every successful leader must pass through this doorway.

Level Two ? Leadership From Respect

At the respect level of leadership people follow you because they want to. The core of Leadership From Respect is that people want to know that you care, before they care about what you know. People see you as a professional partner, sharing the same goals and the same challenges along the way. Leadership will flourish at the respect because respect will breed lasting trusted professional relationships and that, in turn will provided the basis for effective leadership.

To be effective at the respect level, possess a genuine concern for your people. It is important that you see life through their eyes. Deal with wisely with difficult people and make employees successful by setting them up for success.

Since leadership from respect is built on professional relationships, it forms the foundation for leadership success.

Level Three ? Leadership From Results

People follow you because of what you have done for the company. People admire you for your accomplishments and respect your tenacity. At this point leadership becomes fun. Going to work is fun, work related challenges are seen to be opportunities for a more stable work environment and all tasks have a purpose in the minds of the employees. Good things happen at the results level. Making profit, low employee turnover, higher employee morale and solving problems with ease are some of the items that become evident at this level.

To be an effective leader at this level be prepared to initiate and accept responsibility for growth by developing a purpose and seeing it through to completion. Develop accountability for results, beginning with yourself and ending with your people. Make the difficult decisions that will result in positive long term gains while championing change as a change agent and understanding the process of change.

Leadership from results is built on admiration for the leader.

Level Four ? Leadership From People Development

People follow you because of what you have done for them. It is a leader?s responsibility to develop their people to do the work that is expected to contribute future growth opportunities to the company and the people who serve it. People are loyal to you because they see first hand personal growth opportunities for them as well as, the company. Leadership success is underscored by a win ? win scenario and a high commitment to success.

To be effective at this level place a priority on developing people. Focus your attention on the fact that people are your most valuable asset and your leadership success will depend on your ability to surround yourself with an inner core of competent people who compliment your leadership style and goals.

Leadership from people development is built on loyalty.

Level Five ? Leadership From Mentorship

People follow you because they respect you. As a leader you are bigger than life and your success is shown through a life of accomplishments. People seek you out after you have left the company because you have left an indelible mark on the organization and the employees. Although less than five per cent of all leaders will get to this level of leadership (John Mayberry from Dofasco, Darek Nowakowski from Con Agra and Clare Proctor from E.D. Smith come to mind) it is a level worth striving for.

In summary, everyone can become a better leader. It is important to keep in mind that the higher you go up the leadership scale, the longer it takes to accomplish results, the higher the commitment will be and it is imperative that we know what level we are on with our people and the company.

Whether and when to raise taxes to curb a public debt already twice the size of Japan's $5 trillion economy is a focus of debate in the leadership race, but any decision by Ozawa on who to back is seen as likely to be decided more by his hopes of boosting his clout than by policy positions.

It was unclear whether Ozawa, who heads the DPJ's biggest group despite suspension of his party membership over a funding scandal, would back an existing candidate or try to find a new contender to support, the Yomiuri newspaper said.

Ozawa left a meeting with an ally, former prime minister Yukio Hatoyama, without giving any clues about his preference. Trade minister Banri Kaieda, who offered his resignation to Kan in order to run, was in talks with the ex-premier.

There is even simmering speculation Ozawa might back Finance Minister Yoshihiko Noda, the most fiscally conservative of the current contenders. Ozawa long ago proposed raising the sales tax to fund social welfare costs but in recent years has promoted populist policies to give consumers more spending power.

Most other candidates agree on the need to curb debt but are cautious about the timing of a sales tax hike and oppose higher levies for rebuilding from the March disasters.

"I've known Mr. Ozawa for 43 years and he has never acted based on policies," ruling Democratic Party of Japan (DPJ) elder Kozo Watanabe told Reuters in a recent interview.

But in a sign of how divided the ruling party has become, the Yomiuri quoted a source close to Ozawa as saying: "We definitely cannot trust Mr. Maehara."

Maehara promises to focus economic policy on promoting growth and beating deflation and is the most popular with voters among seven contenders jostling for the nation's top job.

But only DPJ lawmakers can vote in the August 29 party leadership race, the winner of which becomes premier because of the party's majority in parliament's lower house. Should no candidate win a first-round party vote, a run-off will be held between the top two contenders.

DPJ voter support has sunk since as it struggled to implement policies in the face of internal feuds and an opposition able to block bills in the upper house.

Maehara and Noda have both floated the idea of a "grand coalition" with the main opposition Liberal Democratic Party (LDP) and its former partner, the New Komeito party, to break the legislative impasse. But both parties have been cool to the idea.

Basic Radio Communications Service available in the USA.....

This is written as Basic Information Post for those folks, just getting started in thinking about Personal, Family, and small Group Comms. The basic information presented here, is mostly universal, and can be used throughout the USA, and may even be available, in some form, to folks in other countries.

I will break this topic into Close Neighborhood, (close = 10 Sq Miles) Neighborhood, (100 Sq Miles) State, National, and Worldwide Comms. We will also talk about non-Licensed, and Licensed Comms, as well as breaking the Comm types up by Frequency Bands, and Tx power levels. Some of these systems you may have heard of, and some are Alaska Specific.

We can start out by setting a few Definitions, so that everyone is on the same Page. Above we have setup the first Five, which are for "Area of Operations" (AoO)
1. Close Neighborhood = 10 Sq Miles around your site
2. Neighborhood = 100 Sq. Miles around your site
3. State = State of Alaska (which is a Darn BIG PLACE, and up to 3000 miles from one point to another) Your State IS smaller, but the results should be similar.
4. Nation = USA (that is "Us", as opposed to, "Them")
5. World = All the rest of those other folks, "Them"

Now lets set some definitions of Radio Services that can be used to fill comm's needs
1 . Unlicensed Services These are covered under FCC Blanket Licenses for ALL Us citizens, and no Station License, or Operators License, is needed or required.
a. Part 15 Devices = "cheapo" 49 Mhz TwoWay Devices, Fm Broadcast Band devices, and Am Broadcast Band devices, etc.
b. CBRS = Citizens Band Radio Service 27 Mhz
c. FRS = Family Radio Service 460 Mhz
d. MURS = Multi User Radio Service 156 Mhz
e. iDen/ISM Cellular = ISM 900 Mhz (there is now a new Blog concerning these type devices published on

f Marine = Maritime Mobile Radio Service (Unlicensed only for non-commercial Vessels, and Aircraft) 156 Mhz

2. Licensed Radio Services Each of these Radio Services REQUIRES an FCC Station License to be applied for, and granted, before you can operate your system, and in some cases an OPERATORS PERMIT is also REQUIRED to Operate the Radio Station. If you can figure out how to fill out the Application Forms, and use all the right Buzz words, in all the right places, these Licenses are not to hard to get. It only takes TIME and MONEY.
a. GMRS = General Mobile Radio Service 460 Mhz
b. BRS = Business Radio Service 47 - 50 Mhz, 150 - 174 Mhz, 450 - 470 Mhz
c. Marine = Marine Radio Service (License REQUIRED for a Land based Station) 2 - 30 Mhz, 156 Mhz
e. Ham = Amateur Radio Service DC to Light Mhz

3. Cellular type Services Licensing for these is done for you by the Carrier Service Provider, so nothing on your end is REQUIRED, Except MONEY for the Service.
a. Cellular = Cellular Radio Service 800 Mhz
b. PCS = Personal Communications Radio Service 1800-2000 Mhz
Basically you can tell which of Radio Services can be used, in each of the five AoO's, by the Frequency they operate on, as distance will be in the most part dependent on Frequency and Tx Power.

So let us look at "Close Neighborhood" first as this is likely where you need to start from anyway. This is what you may be using just around your place. It needs to be small, light and effective in the 10 Sq Mile Area around your place. Now 10 Sq Miles sounds like a BIG Area, but think of it as a BOX with 3.3 miles on each side with your cabin, or place, in the center. So, any place inside the box is never more than 2 miles from the cabin. See, when you look at it in that light, it is not really that Big. Part 15 Devices are not really what one would consider a "quality" Comms System, but you may just want to use them in a Squad Comms Tactical situation, as they are cheap. Fm and AM Boardcast is a way to provide Oneway Comms to Outposts, that you wouldn't necessarily need twoway comms to, but that could keep hidden folks, up to date on any situations, while keeping them Tx Silent and hidden. CBRS is what I would class a Starter System, although it is now out of favor, as unreliable. You are just as likely to be able to talk to a Trucker in Texas, as you Mobile, or Base 4 miles away, when the band is OPEN for skip. FRS is what is most usual, for most CN Area comms. These are small, light, FM, twoway radios that have good coverage in the CN AoO. They are a subSet of the GMRS system and can communicate with any, and all, GMRS Radios. MURS is the VHF (156 Mhz) equivalent of FRS, (UHF) and could be used in the CN AoO, but has a few limitations, like only a few channels, and a bit heavier, and more expensive radios. MURS has a much better effective Range than FRS, due to the Frequency Band it uses. Last of these is iDen/ISM. This is a Digital Cellular type Service that works directly between handheld units, and does NOT require any Cellular Service inside your AoO. It is a Spread Spectrum radio that uses digital Encoding and is the most secure comms available to regular folks. Any of these, (FRS, MURS, CBRS, iDen/ISM) will provide solid comm's in the CN AoO, from you, back to the Home Place. Just one more thought, here. You understand, that there has to be someone on the other end of the comm link to answer you..... RIGHT???

Now let us look at the Neighborhood AoO. We said this was 100 Sq Miles around your site. Again here that seems like a lot of ground, but when you look at it like we did for the CN AoO, it is a BOX 10 Miles on a side, with the cabin in the Center, and usually less than 6 miles to the farthest edge. Here again many of the CN Units can be used, HOWEVER the FRS units will likely NOT cover the whole AoO, and Iden/ISM also has this same limitation in range, only a bit more so. CBRS will work for this AoO, but again it is old technology and the same limits apply. MURS will certainly work but has it's same limits on number of channels available. But we can now add some of the Licensed Radio Services, to the mix which CAN cover the AoO, and more. GMRS is one of these, and does REQUIRE that you file and have Granted by the FCC, a Station License to operate your Comms System, as noted above. GMRS has the advantage in that it is a SuperSet of FRS, and all the FRS Radios, which do NOT need licenses, can communicate with the GMRS Radios. So, you could setup a system where FRS was used around the CN AoO, and GMRS is used around the larger N AoO, only on different channels. GMRS also has the advantage of High Site Repeater operations, which can extend coverage area, well past the N AoO. GMRS also has significantly more Tx Power authorized, and bigger, better, Antenna systems available, which greatly enhances its range. There are enough channels available, to support a fair sized Community Based system, for Groups of like-minded Folks, to cover each others back, on a coordinated. local basis. ALL GMRS/FRS Radios can communicate with any, and ALL, other FRS/GMRS Radios of any other licensee. BRS is the SuperSet of the MURS radios, and again a License needs to be applied for, and granted, to operate a system. BRS has many advantages in that not only are Repeaters allowed, but BRS has three Frequency Bands, (Low Vhf = 48-50 Mhz, High Vhf = 150-174 Mhz, and Uhf = 450-470 Mhz) and is authorized up to 500 Watts Tx Power, from which to design, and build a system, with. This allows for a much wider range, than the AoO we are talking about here. If your place is on Navigable Waters, (you can float a boat on it) the the Marine Radio Band can provide many of of the same facilities and coverages of the BRS, with less Licensing hassles. Marine radios are authorized for up to 50 Watts Tx Power for Land Stations, and 25 Watts for Vessels, and 10 Watts for Aircraft. There is one small "gotcha" for the Marine radios. They can NOT be used for Land to Land Communications, PERIOD. You can talk Vessel to Vessel, Vessel to Land, Land to Vessel, but not Land to Land. Aircraft are considered vessels. This is NOT a USA only thing, it is an INTERNATIONAL Rule, agreed to by ALL Nations. There are other Radio Services for Land to Land operations.

Ok we now have the Neighborhood, covered, but that is basically all local comms, and we need to talk about Comms that connect us back to the world. These will cover the State, Nation, and World, AoOs, as they do provide connections to all of those. The most used will be the Cellular type Services, and I will cover those, including the technology that makes them work, so that you have an understanding of the options, and limitations, of the systems. Cellular has been around for a few decades, and is a mature technology.

What most folks understand "Cellular" to mean, is really two similar but also different, technologies that have merged into what is now the Generic term CELLULAR. The original Cellular system was designed by Motorola, and first field tested in Chicago. It was an Analog FM Radio System, that used one of the original, unused UHF Tv channels in the Chicago area. The Cellular system is made up of Cells, where each cell is covered by one Cellsite, in its center, and uses a single set of channels called a channel Bank. All the surrounding Cells use different Channel Banks, so that no two adjacent Cells use the same Channel Bank. The Cells can be of varying sizes but usually only 2-5 miles in diameter. This allows for the limited number of Channel Banks, to reused over and over again, as the system is extended in size. The Cellsite Tx uses a Maximum power of 40 Watts, and the Subscriber Units, (Cellphones) have from .1 Watt to a maximum of 3 Watts of Tx Power, which is controlled by the Cellsite, to limit the Tx power of the Subscriber Unit to the minimum required, to meet a Designed SNR (Signal to Noise Ratio) at the Cellsite receiver. As one Subscriber Unit moves from one Cell to and other, it's Transmit Signal, is received by the new Cellsite, and when it reaches the designed SNR, the System Control Computer tells the Subscriber Unit to switch to a new Frequency in the new Cellsites Channel Bank, which then causes the previous Cellsite, to free up, the old Frequency, for a new Call in its coverage area. All the CellSites in a System, are controlled by one central System Control Computer, which can talk to All the other System Control Computers, in the surrounding Systems, and coordinate Handoffs from one system to the next system, just like they do for Cellsite to Cellsite handoffs. All the System Controller Computers also talk to the Master Network Computer, that authorizes each Subscriber Unit for entrance onto the Network, when the first turn on, and it collects all the Billing Information for the whole network, and keeps track of which units are ON, and which Cellsite they are currently talking to. If your cellphone is ON, the Master Network Computer knows who, and where you are, down to the Cellsite, Sector, and SNR. This is how they find lost folks, who call 911, but do not know where they are. There are two Networks available for licensing in each area, in the 800 Mhz Cellular scheme, here in the USA. Here in Alaska, these two networks are the AT&T Network, and the ACS Network. Now you say, "But I have a Verizon, or a Sprint, or a Joe Schmo, Cellphone and it works in alaska." Well that could be, but if it is an 800 Mhz Band Cellphone, then it is piggy backing one one of these two Carrier's Network. There is another possibility as well. Once the Digital Cellular technology was deployed, the FCC carved out another chunk of UHF Bandwidth in the 1800-2000 Mhz range for what is called PCS. (Personal Communications Service) These networks use the same basic technology as the Cellular systems, but work on the newer Frequencies, and have many more Channels Banks, and Network space, for many more Carriers to grab, and use. Most if not ALL of the modern Cellphone have ALL three of the "Cellular" Frequency Bands built in and they can switch between them, on command, just like switching from Cell to Cell. Most of the Carriers, today have Interconnection Agreements in place, with their competitors, so that they can use each others Networks to provide their customers, service, without actually maintaining their own Network in that specific area. This is what is called "Roaming", and roaming may cost you extra, because your Carrier has to pay the other guy, something to use his Network. In the last few years, as the old Analog Cellular systems were upgraded to digital, and Digital Services were added to the Networks. Now Internet, Text Messages, Pictures, and other digital services, piggyback on the RF signals from your Cellular Provider, on most of the FlatLand Cellular systems. CellSites in the BIG Cities and towns are the Kept small to allow for more users. Once you leave the Population Centers, Cellsites get MUCH bigger. A typical rural Cellsite is 50-60 miles in diameter, and the Cellsite itself is on a high Mountain Top, so that the signal carries out to the Cell edges. They are spaced farther apart and in many places there are Dead zones between Cells. My CellSite that I use, is 15 Miles away, on top of Hoonah Mtn, at 3500 Ft. If I take my Cellphone out of the cabin, and walk around, I can find "Hotspots" where I have one or two Bars. If I get to a place where I can SEE, Hoonah Mtn, then I will have 5 Bars, but high brush, and trees, especially wet trees, cut the signal to the point of No Service, for a handheld Cellphone, in rural settings. So, we use External Directional Antennas to boost our Cellphones ability to access the Network. For my location that is all that is required, but for some of my neighbors, they require not only External Directional Antennas, but Bidirectional Amplifiers as well, to boost their .5 watt TX powered Subscriber Units to the maximum allowed Tx power of 3 watts. I suspect many of you have never heard, or seen a Cellphone with an External Antenna Jack, for connecting these extra devices up to your cellphones. That is simply because you live mostly where the Cells are relatively small, and there is no need for these things, and most of the OEMs design and build for that BIGGER Market. So, we up here, do not get to use iPhones, or Blackberries, or any fancy units that do NOT have an External Antenna Jack. My Cellphone is a 5 year old Motorola, that has been obsolete for 4 years, BUT it WORKS, and works WELL, here.

So, now either you have Cellular coverage, or you don't, and for this discussion we will assume that you do. It does take some energy to keep the Cellphone online 24/7. Most of my neighbors have well enough established Power Systems, that they just leave them on, but some just do NOT want to have the hassle of a telltale, so they just let everybody know that they are available for calls between say 6 and 8 Pm local. That works for a low energy lifestyle. Now you have all your AoOs covered for basic Comms, so where do you go next? If you have the talkative type, maybe Ham Radio is in your future. This form of Comms can cover ALL the AoOs, by using the many and varied Ham Radio Bands. Yep, from comms, across the road, to around the world, and anywhere in between. There are just two little "gotchas" with Ham Radio. First, It is a NON-Commercial Radio Service. You can't call up and order a PIZZA, using Ham Radio, or for any other commercial application. You CAN ask your wife, or significant Other, as the case maybe, If they are also a Ham Radio Operator, to pick up a Pizza for Dinner, while they are in town on a Town Trip, But NO Direct Commercial Operations. You are allowed to communicate with ANY and ALL Ham Radio Operators in the USA, and in MOST other countries. You can bounce signals off the Moon, but you can NOT use it for commercial Purposes, PERIOD, and there are enough Ham Operators listening, that if you do, you will find yourself speaking with my Good Friends from the FCC Monitoring sites, and the FCC Resident Field Agents around the USA. Of course, we all understand that when the SHTF, and the "Revolution" comes, all these rules will be GONE, and only the radios will be left. Just say'en.... But if you get License, or are a Ham, feel Free to give "Me" a shout, anytime, it is ALWAYS on....

Now if you still farther out, and have NO Cellular connection, possible even with remote site, then you basically have ONE Option, with three Providers, and that is SAT based IP Technology. The providers in the USA are HughesNet, Starband, and WildBlue. I have dealt with the first two, but WildBlue doesn't do well in Alaska due to it being a KA Band service, where as the other two are Ku Band Services. The difference is in the frequency bands they use to talk to the SAT, and how much atmosphere those signals have to pass thru to get from the SAT (23000 miles above the equator) to your place. The farther north you are the BIGGER, and more expensive, the Dish Antenna needs to be. I also have used, and now use, commercial SAT based IP Services provided by other folks,, but these three are the "Biggies" in consumer Based SAT IP Providers. HughesNet costs a bit less per month, but has some serious drawbacks, in Total Bandwidth allowed per day, week, and month, as well as TOS issues. (TOS = Terms of Service) Starband is about the best I have seen in the consumer type services for the regular folks, and I understand that this Spring they will be offering a "ObamaBucks Special subsidized Deal" for new customers, under some Rural Electrification Grant from the Feds, for a, No Upfront Equipment Costs, No Installations Costs, system for $50US/month for the first Year, and $60/Month for the second Year. We pay $99US/Month for each SAT Link from them, and that buys us "up to" 10Mbs Bandwidth, and 5 GB/week Data, on a Daily Rotating Basis. The "Up to" is Sales Droid speak, for "on their best day, in the middle of the night, when everyone else is sleeping" but to be fair, i usually see in the neighborhood of 800-900 Kbs, except on Monday days, and Friday afternoons, (East Coast Time) when lots of users are online. One interesting note here, if your really far out, with NO Cellular Comms, and have a solid Starband link, you can do "Voice over IP" with Skype, and it works fairly well. Momma and I actually do VideoChats, with the Grandkids, using Skype Connections. We also use Skype to communicate, when she is on deployment in some far off land, and has Internet service. It was really cool to do that Christmas Morning, as we got to watch all our Grandkids, do their "Present Openings" because they each live in a different Time Zone from us, using Skype. If you have an Internet connection that will do at least .5 Mbs, and want to see how that works, load on up, Skype, for your OS, and PM "Me" for a Chat Time, and User Id, and Ill fire up the Skype system on my server and we can have a video-chat.

Exotic galaxy reveals tantalizing tale

ScienceDaily (Aug. 26, 2011) ? A galaxy with a combination of characteristics never seen before is giving astronomers a tantalising peek at processes they believe played key roles in the growth of galaxies and clusters of galaxies early in the history of the Universe.

The galaxy, dubbed Speca by the team of researchers, is only the second spiral, as opposed to elliptical, galaxy known to produce large, powerful jets of subatomic particles moving at nearly the speed of light. It also is one of only two galaxies to show that such activity occurred in three separate episodes. The scientists publish their results in the journal Monthly Notices of the Royal Astronomical Society.

Giant jets of superfast particles are powered by supermassive black holes at the cores of galaxies. Both elliptical and spiral galaxies harbour such black holes, but only Speca and one other spiral galaxy have been seen to produce large jets. The jets pour outward from the poles of rapidly-rotating disks of material orbiting the black hole. The on-and-off jet episodes have been seen in a dozen ellipticals, but only one other elliptical shows evidence, like Speca, for three such distinct episodes.

"This is probably the most exotic galaxy with a black hole ever seen. It has the potential to teach us new lessons about how galaxies and clusters of galaxies formed and developed into what we see today," said Ananda Hota, of the Academia Sinica Institute of Astronomy and Astrophysics (ASIAA), in Taiwan.

The scientists believe that Speca, about 1.7 billion light-years from Earth, and the 60-some other galaxies in a cluster with it are providing a look at what young galaxies and clusters may have been like when the Universe was much younger. In the young Universe, galaxies in such clusters would have been gathering up additional material, colliding with each other, undergoing bursts of star formation, and interacting with primordial material falling into the cluster from outside.

"Speca is showing evidence for many of these phenomena," Ananda said, adding that "We hope to find many more galaxies like it with future observations, and to learn more about the processes and an environment that were much more common when the Universe was a fraction of its current age."

Speca (an acronym for Spiral-host Episodic radio galaxy tracing Cluster Accretion) first came to Ananda's attention in an image that combined data from the visible-light Sloan Digital Sky Survey and the FIRST survey done with the National Science Foundation's Very Large Array (VLA) radio telescope. Follow-up observations with the Lulin optical telescope in Taiwan and ultraviolet data from NASA's GALEX satellite confirmed that the giant lobes of radio emission, usually seen coming from elliptical galaxies, were coming from a spiral galaxy with ongoing star formation.

Ananda's team also examined the galaxy in images from the NRAO VLA Sky Survey (NVSS), then made new observations with the Giant Meterwave Radio Telescope (GMRT) in India, which observes at longer wavelengths than the VLA and is the premier telescope for observing at those long wavelengths.

With this impressive variety of data from across the electromagnetic spectrum, the researchers unravelled the galaxy's complex and fascinating history.

The radio images from the VLA FIRST survey had shown one pair of radio-emitting lobes. The VLA's NVSS images showed another, distinct pair of lobes farther from the galaxy. The GMRT images confirmed this second pair, but showed another, smaller pair close to the galaxy, presumably produced by the most-recently ejected jet particles.

"By using these multiple sets of data, we found clear evidence for three distinct epochs of jet activity," Ananda explained.

The biggest surprise -- the low-frequency nature of the oldest, outermost lobes -- gave a valuable clue about the galaxy's -- and the cluster's -- environment. The outermost radio-emitting lobes are old enough that their particles should have lost most of their energy and ceased to produce radio emission.

"We think these old, relic lobes have been 're-lighted' by shock waves from rapidly-moving material falling into the cluster of galaxies as the cluster continues to accrete matter," said Ananda.

"All these phenomena combined in one galaxy make Speca and its neighbours a valuable laboratory for studying how galaxies and clusters evolved billions of years ago," Ananda said.

Sandeep K. Sirothia of India's National Centre for Radio Astrophysics, Tata Institute of Fundamental Research (NCRA-TIFR) said, "The ongoing low-frequency TIFR GMRT Sky Survey will find many more relic radio lobes of past black hole activity and energetic phenomena in clusters of galaxies like those we found in Speca."

Govind Swarup of NCRA-TIFR, who is not part of the team, described the finding as "an outstanding discovery that is very important for cluster formation models and highlights the importance of sensitive observations at meter wavelengths provided by the GMRT."

In addition to Ananda and Sandeep, the research team includes: Youichi Ohyama, Chiranjib Konar, and Satoki Matsuchita of ASIAA; Suk Kim and Soo-Chang Rey of Chungnam National University in Korea; D.J. Saikia of NCRA and Judith H. Croston of the University of Southampton in England.
