WASHINGTON -- The top leaders in both parties on the House and Senate Agriculture committees have agreed to a one-year extension of the 2008 farm bill that expired in October, a move that would head off a possible doubling of milk prices next month.

Senate Agriculture Committee Chairman Debbie Stabenow indicated that the House could vote on it as early as Sunday evening. The agreement to extend current farm law until next October was reached as negotiators hit a snag on averting a broader fiscal cliff combination of higher taxes and spending cuts Jan. 1.

Agriculture Secretary Tom Vilsack said Americans faced the prospect of paying $7 for a gallon if the current dairy program lapsed and the government returned to a 1948 formula for calculating milk price supports.

Saucy Science: How to Flush Out a New Year's Hangover

It's the end of the year, the season of holiday parties and champagne toasts at midnight, not to mention a pounding head come morning.

Yes, over-imbibing and hangovers go together like vodka and cranberry juice, despite dozens of folk remedies meant to allow headache-free fun. The real driver of a hangover is alcohol-induced dehydration, and the only true-blue cure is to steer clear of the adult beverages. But there may be a few tips and tricks you can deploy to make New Year's Day bearable ? or at least distract you from your aching head.

Hangover culprits

The main reason your head pounds after too much alcohol is dehydration. Your liver works overtime while you're partying to clear alcohol's toxins from your system; meanwhile, alcohol prompts your kidneys to produce more urine, making you pee more fluid than usual. Once you're dehydrated, your body can't flush out all those toxins your liver has been busily filtering. In addition, alcohol can irritate your stomach lining, causing nausea, according to the Mayo Clinic; it can also disrupt your sleep cycle, leading to grogginess.

Your aching head may be caused, in part, by alcohol expanding your blood vessels and otherwise promoting inflammation. Compounds called cogeners, which are byproducts of fermentation, can worsen a hangover. Darker liquors have more cogeners than light ones, meaning that a night of quaffing bourbon may leave you in more pain than too many vodka shots.

Still, any alcohol will do. According to a study published in March 2010 in the journal Alcoholism: Clinical & Experimental Research, bourbon drinkers felt worse than vodka drinkers the next day, but both groups slept about the same and neither did any worse on tricky cognitive tasks.

Myths and cures

Hydration (and a full stomach to slow alcohol absorption) can protect you from morning-after woes on party night, Aaron Michelfelder of the Loyola University Health System told LiveScience last year. Following each alcoholic beverage with a glass of water will help keep your body's toxin-flushing system chugging, Michelfelder said. Ideally, it will also slow you down; Michelfelder recommended no more than five drinks for men and three for women in a three-hour period.

Be aware that the drink you order at the bar is not the same as the drink that public health researchers talk about. A pint of beer, for example, is 4 ounces more than a 12-ounce serving of regular beer. Microbrews and ice beers that are higher in alcohol may also pack more than a single "drink" even in a 12-ounce glass. [10 Intoxicating Facts About Beer]

A standard 1.5-ounce shot of liquor is a drink, but most cocktails boast at least a couple of shots. That one margarita may be a couple of drinks, or even three.

A recent study suggests that downing a mess of asparagus leaves (the part no one eats) may counteract the toxic effect alcohol has on the liver. However, the study, published in 2009, treated human and rat liver cells with asparagus extracts rather than having actual drinkers go on an asparagus binge, so the real-world applicability of this preventative measure remains unknown.?

If moderation isn't in the cards, you're probably going to have some discomfort. Only about 23 percent of people are genetically resistant to hangovers, according to a 2008 study published in the journal Current Drug Abuse Reviews. The rest will have to make do with sketchy pills, none of which have been shown to work, and rest and rehydration.

"After you drink too much and wake up with a hangover, the most important thing is rehydration," Michelfelder said. "Drink water or drink Gatorade; either is fine."

(AP) ? First Lt. Aaron Dunn deployed to the Afghanistan in early March 2012. His 4th Brigade Combat Team, 4th Infantry Division, was charged with engaging Taliban fighters in Kunar Province and mentoring Afghan government soldiers. Upon returning, here are some of his views.

Coming home:

"War and coming home are going to mean different things to each soldier. For me it was God and Family. I get my security in life from my hope in God, and my companionship and support from my family. I really didn't worry too much during deployment, because of that faith."

Support for those serving:

"For a lot of soldiers, it's the family back home that drives them. Support from family and friends is very important. Support is also important from the American public. Often times a simple thank you is enough."

The emotional toll:

"In my opinion, its tougher on the families, especially after the unit takes a casualty. I personally can't imagine waiting, not knowing if your loved one is alive or even alright, and having a panic each time a car drives by your drive way thinking it's the military chaplain and escort coming to see you."

Making up for the lost time with family:

"A lot of people seem to think that 'quality time' will make up for a long absence. It doesn't. Its 'quantity time' that does that. It is the time spent doing things that are fun, but also the time spent doing the daily chores, and other routines that firmly bring a family together. Emma was 5 months old when I deployed, and 14 months old when I returned. I was able to stay in touch with the family and had the luck to watch Emma begin to crawl via Skype."

(AP) ? Egypt's Islamist president warned against any unrest that could harm the drive to repair the country's battered economy in his first address before the newly convened upper house of parliament on Saturday, urging the opposition to work with his government.

In the nationally televised speech, Mohammed Morsi said the nation's entire efforts should be focused on "production, work, seriousness and effort," now that a new constitution came into effect this week, blaming protests and violence the last month for causing further damage to an economy already in crisis since the fall of autocrat Hosni Mubarak.

Morsi denounced those who he said were spreading panic about Egypt's economy, saying the country will "not go bankrupt" and that its banks were healthy, after a rush on dollars the past week. He presented the country's foreign currency reserves, currently at $15 billion, as up slightly from last year, though he acknowledged they were still down dramatically from around $36 billion in 2010.

Soon after Morsi's speech, the Central Bank of Egypt warned that foreign reserves were a "critical" minimum level ? that is, the minimum for meeting obligations like international debt and covering the costs of strategic imports. Currency reserves have been sliding as foreign investment and tourism dried up amid the turmoil of the uprising against Mubarak two years ago.

Citing the economy, Morsi pressed the opposition to drop its refusals to deal with his government, repeating his invitation for it to join a national dialogue he has been holding ? and adding a warning that appeared directed at the opposition not to turn to protests that might cause unrest.

All sides must "realize the needs of the moment" and work only through "mature democracy while avoiding violence," he told the 270-member Shura Council. "We condemn and reject all forms of violence by individuals, groups, institutions and even from the nation and its government. This is completely rejected."

Last month, the largely secular and liberal opposition launched a wave of protests against decrees by Morsi grabbing new powers ? since revoked ? and against the draft constitution that his Islamist allies rammed through to finalization and put to a referendum, completed a week ago. In response, Islamists also launched mass rallies, and the two sides erupted into violence several times. The worst violence came in clashes outside the presidential palace in Cairo that killed 10 people, and though it was sparked when Islamists attacked a sit-in, Morsi's allies have depicted the opposition as to blame.

Opponents fear that Morsi and the Muslim Brotherhood, from which he hails, are monopolizing rule and that the new constitution will consecrate their power. The charter allows for a stronger implementation of Islamic law, or Shariah, than in the past and provisions that could limit many civil rights and freedoms of minorities. The charter was passed by 64 percent in the referendum, though turnout was only around 33 percent.

Under the new constitution, the upper house of parliament, which normally has few powers, is now serving as the law-making body until a new legislating lower house is chosen in national elections expected within a few months. The upper house, called the Shura Council, has an overwhelming Islamist majority, mainly from Morsi's Brotherhood and the allied ultraconservative Salafis.

Morsi has depicted the national dialogue that he launched earlier this month as a compromise giving all factions a voice. The dialogue is supposed to draw up key legislation to put before parliament, including a law organizing the parliamentary elections, and decide other issues. The opposition has dismissed the dialogue initiative as disingenuous, and so far mainly Islamists are participating, along with a few small liberal parties.

Ahmed Maher, head of the activist April 6 Movement that helped engineer last year's uprising against Mubarak, said Morsi's speech offered nothing new beyond his acknowledgement of Egypt's economic woes. He also said he would not enter into talks again with the president until the Brotherhood "gives up some of their arrogance and stubbornness."

"I sat with the president four times before. There are never any clear results from the conversations," Maher said, adding that the opposition wants changes to the new constitution and a Cabinet led by a new prime minister with a clear plan.

In his speech, Morsi repeatedly said it was time to return to "production" and "work." While he listed some new economic projects such as developing the Suez Canal area and Sinai, he did not give details on an overall economic program, including how the government will tackle a crippling deficit or carry out expected changes in taxes or reductions of subsidies.

His government has requested a $4.8 billion loan from the International Monetary Fund to bridge the burgeoning budget deficit. But talks have been put off for the moment after the government this month backed off plans to raise taxes on a number of products, fearing a larger backlash amid the political protests. Potential cuts in subsidies on food and fuel and plans to raise taxes are major concerns in a country where some 40 percent of the 85 million population live near or below the poverty line of surviving on $2 a day.

Standard & Poor downgraded Egypt's long-term credit rating one level this week to B-, six steps below investment grade.

"The reason (for the lower ranking) is the lack of political stability in the recent past," Morsi said.

He denounced those he said were spreading rumors that undermine the economy. "Those who talk about bankruptcy, they are the ones who are bankrupt. Egypt will never be bankrupt and will not kneel, God willing," he said to a round of applause.

The central bank announced the introduction of a new auction system for banks buying and selling U.S. dollars, urging citizens to "ration usage" of foreign currency in favor of the Egyptian pound. It urged Egyptians to avoid speculation after a rush to sell the pound for dollars over concerns of devaluation this week. The central bank has burned through billions of dollars over the past two years to prop up the pound.

Morsi appeared to chide the opposition for not working with him, saying all sides must past through the crisis together. "We all know the interests of the nation. Would any of us be happy if the nation goes bankrupt? I don't doubt anyone's intentions. But can anyone here be happy if the nation is exposed to economic weakness?"

Community prepares to remember fallen firefighter

Funeral services are set to begin at noon on Sunday for one of the two West Webster firefighters shot and killed on Christmas Eve.

Community members and firefighters from across the country will come together to mourn the loss of Lieutenant Mike Chiapperini. The funeral will be at Webster Schroeder High School on Ridge Road.

Lt. Chiapperini will be buried, with honors, in West Webster Cemetery.

A funeral Mass for Tomasz Kaczowka, will be celebrated at 10 a.m. Monday at St. Stanislaus church on Hudson Ave in Rochester. Interment will follow at Holy Sepulchre Cemetery in Rochester.

The authors has discussed about to address issues of youth unemployment, poverty and international competitiveness in skills development towards current and projected opportunities and challenges. Numerous reforms in vocational and technical education programs over the years, they still remain greatly detested by students and parents in Nigeria as evidenced in low enrolment when compared with sciences, engineering, banking and finance, and medicine.

The authors was also describe that technical and vocational education in Nigeria is so misconstrued that it has become extremely difficult in management perspective, to administer the program to meet societal ever changing needs. Presently, the program is bedeviled by many challenges that hinder the realization of its objectives as specified by the National Policy on Education of Federal Government of Nigeria (2004). One of these challenges is low enrolment. It is the concern of that enrolment into technical and vocational programs may be low not because Nigerian youths are lazy nor do not want to use their hands to work. But it may be because many Nigerians do not fully understand the benefits, scope and content of the program and lack of vocational or career education and occupation information services to students while in or out of schools.

The authors also mentioned that many of them make choices without proper understanding of their abilities, interests and attitudes. Most of the young people are said to select occupations like medicine, engineering, accounting mainly because of the positions and prestige attached to the job and not necessarily as a result of conscious assessment of the individual?s interests and abilities. Therefore, career education may be a veritable means of providing career awareness and information services to students in order to improve enrolment in vocational and technical education in Nigeria. Students, parents and the society at large look unto the school to help the adolescents and youth make career decision based on realistic abilities, interests and availability. Therefore, it is required to use of career education and occupation information services in boosting enrolment in vocational and technical education programs in Nigeria.

In addition, from the author?s research, they are also identified some of the factors responsible for low enrolment in TVET in Nigeria which are:

1.? Poor Societal Perception: Many people are yet to understand the meaning, scope and content of vocational and technical education. Some view it as education for the handicapped or education for those who cannot cope with the sciences. (Osa-Edoh ,2008)

2.??? Poor Societal Attitude: The attitude of people towards vocational and technical education contributes to the problems in teaching the subject. It notes that in schools, the teacher could be teaching people who are not interested in the subject that is being taught. (Idialu, 2007).

3.???Elitism: Elitism could be described as the belief of a group in society that because of superior privileges, power and talent they tend to hold on to this belief through a system of education that will sustain this group?s interest. (Oviawe and Anavberokhai, 2008).

4.??? Poor Entry Level: Students who enroll in vocational and technical education programs are considered to have low aptitude. The technical schools find it hard to attract good students because there is a strong misconception that they are reserved for the never-to- do-wells and other negative by-products. Those admitted because they cannot find other things to do barely pass through the program because of poor aptitude and attitude. (Oviawe and Anavberokhai, 2008).

5.?? Lack of Recognition: There is a low recognition associated with manual labor in Nigeria. Unlike her counterparts in developed countries, the skilled craftsman does not enjoy the same recognition. (Oviawe and Anavberokhai, 2008).

6.????Discrimination against Graduates of Technical and Vocational Education: There is also the problem of unhealthy perception or discrimination against technical graduates. It was stated that this discrimination is virtually visible amongst graduates of technical schools (technical college, monotechnics, colleges of technology, polytechnics) and university graduates. Other factors like discrimination to the TVET programme, poor entry level to TVET, elitism, etc are also will become crucial if no actions taken to this issue. It is agreed that it was difficult to the government in enhancing or rebranding the educational systems especially TVET as it requires a lot of financial support and resources. However, due to the current globalization of the economy systems, the government of Nigeria needs to do something in promoting TVET as the economy will grow with the support from the TVET. The growth of the country is actually depending on how many unemployed in that country. The less number of unemployed, the more established the country. Few actions can be taken in promoting TVET like career conference, field trip, collaborating industrial training, providing career information center, etc.

Nathan's Wish: Officers Greet Boy Battling Brain Cancer - Nashua ...

Today is Nathan Norman's 5th birthday, a milestone he and his family have been focused on all year ? truly a gift for the Virginia boy, stricken with terminal brain cancer just before his first birthday.

Nathan's tumultuous journey is chronicled on CaringBridge, a site used by families to keep others informed during medical treatment. You can see lots more via his Facebook page, and view a short YouTube video, which is uploaded with this story, about Nathan's journey.

The New Hampshire connection came a few weeks ago, when word of Nathan's one Christmas wish ? for Christmas cards from local police, firefighters and EMTs ? circulated through the police grapevine and reached New Hampshire, where Nashua Police Department Detectives James Stone and Daniel Ostler joined the contingency from New England, traveling on Dec. 19 to Rustburg, Va. with 200 fellow officers to hand-deliver cards, gifts and police emblems to Nathan.

The caravan of more than 90 cruisers departed from Burlington Mass., on Wednesday morning and made the 10 ?-hour trip to Rustburg, VA. The officers then met with Nathan and his family at Liberty University on Thursday, December 20, 2012 and presented Nathan with the Christmas cards and other gifts and memorabilia that had been collected by the various law enforcement agencies.

Nathan was diagnosed on Jan. 20, 2009 with a low grade astrocytoma (brain cancer.)

Nathan underwent surgery to remove the brain tumor, but the tumor?s ?tentacles? had grown into the brain, making it?impossible?to remove it all. Nathan has also endured aggressive chemotherapy.

After a particularly grueling treatment in September, Nathan asked his father to hang the Christmas lights.

?I think the lights will make me feel better,? he said.

Nathan?s parents approved of the idea. They believed that it was appropriate to fill their home with the elements of Christmas ? love, hope, peace, and joy ? because it is those same elements that have sustained them throughout Nathan?s ordeal.

Neighbors followed their lead. They also hung Christmas decorations and sent early greeting cards.

Nathan had only one Christmas wish ? to receive Christmas cards from his heroes: officers and firefighters. Sgt. Robert Carpentieri learned of this request when he received an email from a mutual friend. As a Public Information Officer with the Virginia State Patrol, he helped to spread the word.

?Most of us chose this profession out of a desire to help people,? Carpentieri said.? ?This is simply an opportunity to brighten a child?s day, and to let him know that he has our love and support. He may think of us as heroes, but to us, he is a hero, because he has endured so much, and yet he has such a positive attitude?.

The family has put the future into?perspective. Every day is a leap of faith.

?Nathan will be healed one way or another, Dawn said. ?The ultimate healing is in heaven. Nathan is not a victim. Whether God chooses to heal him on earth or in heaven, Nathan wins.?

The?war on cash in Sweden?may be stalling. The anti-cash movement has been ?vigorously promoted by major Swedish commercial banks as well as the Riksbank, the Swedish central bank. In fact, for ?three of the four major Swedish banks combined, 530 of their 780 office no longer accept or pay out cash. In the case of the Nordea Bank, 200 of its 300 branches are now cashless, and three-quarters of Swedbank?s branches no longer handle cash. As Peter Borsos, a spokesman for Swedbank, freely admits, his bank is working ?actively to reduce the [amount] of cash in society.? The reasons for this push toward a cashless society, of course, have nothing to do with pumping up earnings from bank card fees or, more important,?freeing fractional-reserve banks from the constraints of bank runs.?No, according to Borsos, the reasons are the environment, cost, and security:??We ourselves emit 700 tons of carbon dioxide by cash transport.?It costs society 11 billion per year.?And cash helps robberies everywhere.? Hans Jacobson, head of Nordea Bank, argues similarly: ?Our mission is to make people understand the point of cards, cards are more secure than cash.?

And small shops continue to do one-third to one-half of their business in cash. Furthermore a study of bank customers satisfaction released by ?the Swedish Quality Index in October 2012, indicated that the satisfaction index was pulled down among customers of Swedbank, Nordea and SEB?by their policy of eliminating cash transactions at their bank branches. Even more heartening?is the fact that Handelsbanken, the largest bank in Sweden, is committed to serving consumers who demand cash. As Kai Jokitulppo, head of private services at Handelsbanken, puts it:

?As long as we know that our customers are asking for cash, it is important that we as a bank [are] providing it. . . . We see places where other banks are taking other decisions, we get customers from them and positive response.?

Fewer then 10 of Handelsbanken?s?461 branches currently do not handle cash and the bank?s goal is to have cash in every branch by the first quarter of 2013.

(AP) ? After one of its most unfulfilling seasons in recent memory, Virginia Tech desperately wanted to avoid its first losing season since 1992.

Mission accomplished.

Cody Journell kicked a 22-yard field goal on the first possession of overtime to help the Hokies beat Rutgers 13-10 in the Russell Athletic Bowl on Friday night.

Virginia Tech won its final three games to finish 7-6.

"Not everything in life is real smooth," Hokies coach Frank Beamer said. "These players worked hard and how they reacted to adversity and to disappointment and when all of them wanted to do better ? they kept together."

Rutgers (9-4) had a chance to tie it in overtime, but Nick Borgese missed a 42-yard field-goal attempt to the right.

The loss ended a run of five straight bowl victories for the Scarlet Knights and kept them from recording their first double-digit win season since 2006.

The win also was the Hokies' 12th straight victory over their former Big East Conference rival.

Virginia Tech trailed 10-0 at the half, then rallied in the final 30 minutes thanks to some timely turnovers and offense. Quarterback Logan Thomas struggled in the first half and finished with a pair of interceptions, but also had 192 yards passing and the game's only passing touchdown.

"I can't commend the defense more," Thomas said. "The entire season that's kind of how it's been. I have to give a shout out to (linebacker) Bruce Taylor because he played his tail off the entire game. It felt like he was in the backfield making a tackle on every play."

Taylor finished the night with a team-high 11 tackles to lead a defense that held Rutgers to 67 yards in the second half.

Virginia Tech cornerback Antone Exum, selected the most valuable player of the game, picked off Gary Nova's pass early in the fourth quarter to set up the tying score.

He said though the offense took its lumps early, he was never down on their effort.

"That's just the way the game panned out," Exum said. "We never lose hope with the guys on the other side of the ball. Our job, honestly, is just to go out there and get as many three-and-outs as possible and give the most opportunities as we can to put points on the board.

"We did a good job of that tonight."

Rutgers seemed to be in command until the opening minutes of the fourth quarter, when turnovers and a sudden surge from the Hokies' offense quickly turned the momentum.

Down 10-0, Virginia Tech took over after Rutgers missed field goal and moved into Scarlet Knights' territory for the first time in the game on a 32-yard pass from Thomas to Dyrell Roberts.

Thomas then found Corey Fuller for a 25-yard strike on the next play, before the drive stalled on the 8. It forced the Hokies to settle for Journell's 25-yard field goal.

Exum intercepted Nova's pass on the ensuing drive, giving the Hokies a first down on the Rutgers 21.

The Hokies found the end zone three plays later on a 21-yard touchdown pass from Thomas to Fuller with 10:56 left as steady rain began to fall.

"We finally caught them off balance," Thomas said. "We finally got them uncomfortable. ... I just had to put the ball out there for him."

Virginia Tech defensive end Tyrel Wilson then came up with the defense's second turnover of the night, recovering a fumble inside the Scarlet Knights 40 after Nova dropped a snap while lined up in the shotgun.

An intentional grounding penalty on Thomas forced a punt, though, with less than 7 minutes to play.

They got another chance a few series later, only to see Journell's 51-yard field goal come up short with 2:20 showing on the clock.

Rutgers punted, but got it back just a play later when Thomas' pass was intercepted by Brandon Jones.

"Two tremendous defensive performances, and one of the better defensive performances I've seen from Rutgers players this season," Rutgers coach Kyle Flood said. "It's unfortunate that we came out on the wrong side of the game, and squander that kind of performance as a result."

It was defense on both sides that controlled the action in the first half as Rutgers took a 10-0 halftime lead.

The Scarlet Knights were the most effective offensively, managing a modest seven first downs and a field goal. But the Scarlet Knights came up empty on their best drive of the half, failing to convert on a fourth down pass play inside the Hokies 35.

Virginia Tech struggled throughout, though, tallying only 73 yards total in the first two quarters. Thomas was also sacked twice and intercepted late in the half, which severely hampered an offense that never made it into Rutgers' territory.

Penalties also bent in Rutgers' favor. Virginia Tech was penalized eight times for 60 yards. The Scarlet Knights weren't whistled for any penalties in the half.

A miscue by Virginia Tech on the opening drive of the game produced the game's first score.

Hokies center Caleb Farris sent his second snap of the night sailing past Thomas and into the end zone.

Thomas scrambled back to pick it up, and tried to run it out, but he was instantly swarmed and lost the ball as he was tackled. It was eventually recovered by Rutgers linebacker Khaseem Greene for the touchdown.

Beamer said the challenge to not any shortcomings from this season cloud the offseason.

"I couldn't be more proud of this team," he said. "We've won some more games in other years, but I think this group is special."

Notes: The game was the lowest scoring the bowl's history. It surpassed Stanford's 24-3 win over Penn State in 1993. ...The game also set a bowl record with 20 punts, passing the previous record of 19 in the 1991 matchup between Alabama and Colorado.
